STORY OF VARIOUS SCAMS DURING MANMOHAN
SINGH’S GOVERNMENT.
This particular
chapter deals with various scams which were exposed and came into public sphere
during the government of Dr. Manmohan Singh. It is very simple that the thing
which is happening in the government, it has direct or indirect impact on the
individuals of the society. It was 26th of November when a new
political party was formed in Indian politics and its name is Aam Aadmi
Party(AAP) and to everyone’s surprise AAP captured the Delhi within a year by
winning the legislative election of Delhi in 2013. It was totally astonishing
that within such a small time frame a new born political party won a state
election and the party founder became the chief minister of the that state.
People often talks about the success story of Arbind Kejriwal the founder of
AAP, but question often comes into minds that whether it was the struggling
story of AAP or it is the failure of Dr. Manmohan Singh’s government which led
to the inception of AAP. It was 2009 when Dr. Manmohan Singh became the prime
minister for the second time because it was for the second time as well that
UPA formed its government in the centre. In 2009 general election congress
fought the election in the name of Dr. Manmohan Singh and on the other hand BJP
in the name of LK Advani. Finally, it was congress which won the election of
2009. The opposition was claiming Dr. Manmohan Singh as the weakest prime
minister ever in the Indian politics. But congress party was quite hopeful of winning
the election of 2009 because of MGNREGA, which gave day to day income to
millions of people of India and most importantly the government cleared all the
farming loan from the farmers. Which gave a new hope to all the middle class
family of the country. it was for the first time that Rahul Gandhi campaigned
throughout the country for congress party. In 2009 election congress backed 209
seats, which was highest number since after 1984 election. People were giving
appreciation to Rahul Gandhi for his untiring effort during the election days
but Sonia Gandhi made clear before everyone that Dr. Manmohan Singh will remain
the prime minister of India. It was for the second time that Dr. Manmohan Singh
had the golden opportunity to serve the nation as the prime minister. But time
to time due to some negative things which happened during Dr. Manmohan Singh
government and finally time came in 2013 when there was no more faith of Sonia
Gandhi on Dr. Manmohan Singh. So she declared that in the appropriate time her
party congress will announce its priministerial candidate for the 2014
election. It was UPA 2 which had to suffer for the past work during the time of
UPA 1. At that time a lot of scams were exposed likewise CWG scams, 2G scam,
Coal Gate etc. For the first time, government came into limelight in regards to
corruption, when PG Thomas joined as the chief vigilance commissioner. Susma
Swaraj was in against of the appoint of PG Thomas as the CVC because according
to her Pamolin case was going on against PG Thomas. After the appointment of PG
Thomas as the CVC, it gave a new spirit to the opposition party. Then the
opposition targeted the appointment of CVC as the major issue and finally
supreme court stayed the appointment of PG Thomas as the CVC. It was the time
when common individual was affected in their regular life due to inflation and
the high price rate of essential commodities. At the same time one by one scam
was coming to public sphere. Common individuals were facing a lot of problem in
their day to day life. During that time, it was 2nd April 2011, when
Indian cricket team won the cricket world cup after 28 years but the country
didn’t have the set of mind to celebrate that wining occasion because a big
social agitation was supposed to take in Delhi. Anna Hazare who is a Gandhian
leader from Maharashtra, whose demand was very much simple and the agitation
just raised the seriousness of mango people against the wrong happening in the
society by the government. According to Anna Hazare to demolish corruption from
the government and society, there has to be a strict set of law. And there has
to be committee in which the participation of government and public will be
50:50. But didn’t agree on the proposal of Anna Hazare, so from 5th
April 2011 Anna Hazare went on fasting and he was getting support from every
nook and corner of the society. He was demanding for Jan Lokpal Bill. The whole
nation came to know about the revolution which was started by Anna Hazare
though means of mass communication. Many other prominent persons who were
standing aside to Anna Hazare to help and they were like Arvind Kejriwal, Kiran
Bedi, Prasant Bhusan and Santosh Hegde. Yoga guru Ram Dev also joined the
campaign against corruption. All of them were saying a single thing that pass
Jan Lokpal bill and it will control the inflation and the amount of corruption
in the society. Public was listening to the words of Anna Hazare. At the
initial days of the campaign government was avoiding it but after few day’s
government changed its approach and after four days of strike government talked
to the members of the civil society to make the law. So finally, the fast of
Anna Hazare resulted in a good way and for the first time government was agreed
to talk to the members of the civil society to make the law. Five minister were
talking to th members of the civil society and drafted the Lokpal bill. Public
was hoping that something will result in positive way. After Anna Hazare’s
strike, it was Baba Ram Dev who challenged the government to go for a strong
agitation against black money. Government sent it’s five minister to talk to
Baba Ram Dev and convince him not to go for agitation but Baba Ram Dev didn’t
listen anyone’s voice and he went for an agitation in Ramleela Maidan at Delhi.
Late at night Delhi police attacked the civilians at the agitation place and many
were injured as well. The first scam during UPA 1 period which came into public
disclosure was CWG scam of 2010. The government was alleged with the organising
committee of CWG 2010 for corruption. The people claimed that government spent
money of the public like water, without any caring. Suresh Kalmadi was the
chairman of the CWG organising committee and he was sent to jail with other
members of the organising committee. Another scam also came into public sphere
and that was Adarsh housing scam and for that scam chief minister Ashok Chauhan
had to resign from his post. Then after few days another big scam came into
eyes of the public of India and it was 2G scam. After 2G scam the politics of
India took a new move and Dr. Manmohan Singh was targeted by the opposition in
the parliament. Second generation wireless communication technology spectrum
and the government of India sold the 2G spectrum in the year 2008. It was
figured out that due to 2G scam the nation faced a loss of one lakh sixty
thousand crore rupees. World famous TIME magazine placed 2G scam placed second
in the list of world most abusive use of power. It was the year 2008 and A.
Raja was the telecommunication minister during that time. He was from DMK party
and in 2008 he had distributed 122 2G license in rupees one thousand six
hundred fifty-one crore. It was the same prime when license was distributed in
2001. He followed First in First out method. People also claimed that the
government has adopted a manipulative means and it also given license to few
very new company in a very low price and later that new company sold that
spectrum to other foreign company in more money. At first the dates for
registration for licences was preponed and from that it proved that A Raja was
trying to give license to a very particular group of companies. After the
notice from Central Vigilance Commission, CBI arrested A Raja and he lived for
fifteen months in the jail. DMK leader Kanimojhi also had to stay in the Tihar
jail. Even CBI also filed charge sheet against Pramod Mahajan but as he was no
more, so no case was filed against him. The CBI also arrested the private
secretary of A Raja, RK Chandolia and ex-telecom secretary Siddharth Behura was
also arrested by CBI. It was for the first time at a single time many big names
from the corporate world and a cabinet minister were jailed in a single case.
According to Comptroller Auditor General(CAG) the nation lost straightway an
amount of one lakh seventy thousand rupees. But the most important question was
prime minister Dr. Manmohan Singh was remaining silent while these type of
scams were exposed. Most of leaders if the opposition were alleging Dr.
Manmohan Sing that everything had ahppend in the full knowledge of prime
minister. Even A Raja also claimed that the decision of FIFO was of government
and after few days the government also admitted that the decision of FIFO was
from government side but A Raja used it in a wrong manner, so the prime
minister is no way responsible. Even when congress senior leader Kapil Sibal became
the telecommunication ministe , he claimed before the media that the loss if
nil in 2G scam. While giving the verdict on 2G scam in February 2012, supreme
court of India gave the verdict to cancel all the 122 distributed license of 2G
spectrum and court also verdict that the sale of 2G spectrum is illegal and had
not followed the government rule and regulations. Then the monsoon session of
parliament was supposed to start and opposition demanded and had gone for
agitation with an aim for Joint Parliamentary Committee(JPC). But JPC gave
clean chit to prime minister Dr. Manmohan Singh. At that time Anna Hazare
declared that from coming June he will go for fast and agitation and government
was not able to assume that what will be the move of that agitation of Anna
Hazare. Then the government adopted attacking means to stop Anna Hazare’s move.
Then Anna Hazare decided to went to Raj Ghat and that became the front line
news inspite the speech of prime minister at Lalkila on the Independence day.
But at that time government decided to arrest Anna Hazare and his supporters.
Anna Hazare was jailed and he didn’t appeal in front of the magistrate. He
started his fasting agitation in Tihar jail. The supporters of Anna Hazare were
agitating in a a b=very strong way for three days and finally after three days
the government had to surrendered before Anna Hazare and agrred to pass all the
demands of Anna Hazare. The government also gave the permission to Anna Hazare
to do rally at the Ramleela Maidan and he went for it as well. then finally,
all the members of Parliament house passed the sense of house and agreed to
pass the demanded laws of Anna Hazare. At that time the government was trying
to stop the fast of Anna Hazare. And in that same year 2011 December Lokpal Bill
was passed in the Lok sabha and after two day it was placed in Rajya Sabha but
it failed to passed in the Rajya Sabha. The moment government got relief from
Anna Hazare but at that time one more big scam came into public disclosure and
it was coal gate. For the first time BJP leader Hanshraj Aahir raised this
issue before the CAG about the coal gate issue. He was the member of standing
committee on coal and iron. Question often comes into the minds that why
question on Dr. Manmohan Singh’s government while the mistakes have been continuously
committed from 1993. In fact Dr. Manmohan Singh kept the coal depart under his
supervision from July 2004 to November 2004 and November 2006 to May 2009. He
was targeted pin pointedly. Then government made an intermenstrial group and
that group decided to cancel the license of 53 coal mines. During 2005 to 2009
a total of 57 mines were allotted and out of which 53 mines have decided to be
cancelled. The amount of coal in those cancelled coal mines would be resulted
in one lakh eighty five lakh crore of rupees. But congress party again applied
the zero loss theory but according to Dr. Manmohan Singh it is not zero loss,
but the amount which CAG is showing is quite more than the expectable. In September
2012 supreme court has decided that CBI will investigation on coal gate under
the supervision of the supreme court itself. Then suddenly CBI director Ranjit
Sinha declared that the report had been shown to the law minister Aswini Kumar
and he had changed few things in the report as well. even there were other
official members of the government who had been shown the report and all them
change the original soul of the report. Still them after that amount of
pressure and Dr. Manmohan Singh didn’t even dare to talk law minister Aswini
Kumar regargding his resignation. At that time also another issue was going on
railway minister Pawan Bansal and the issue was that few relatives of Pawan
Banshal had taken bribe of ten crore for the appointment of railway chairman.
This is how Dr. Manmohan Singh was totally surrounded with various scams and
issues. During that point of time the government decided to cancel the
ordinance that was about the leaders who have been completed their jail tenure
and about their election participation. The day was 27th September
2013 when congress vice-president Rahul Gandhi himself blamed his party’s
decision and denoted as nonsense. After
that comment of Rahul Gandhi a cabinet meeting was held a within just twenty
minute the ordinance was taken back. Then in November 2015 there were five
state election supposed to held and by that time Arvind Kejirwal had already
been separated from Anna Hazare and he had already formed a new political party
called Aam Aadmi Party(AAP). In 2013 election was held in Delhi and Arvind
Kejriwal led AAP won the election and he became the chief minister of Delhi.
And congress also lost state elections in Rajasthan, Madhya Pradesh and
Chattishgarh as well. While congress party was projecting Rahul Gandhi as the
centre on the other side BJP was fighting election in the name of Narendra Modi
who was remembering the scams, amount of corruption and public issue during
congress government to the people. Both Narendra Modi and Arvind Kejriwal was
capturing the people’s attention and congress was worried about the stand which
the opposition has already taken place.
