STORY OF ATAL BIHARI VAJPAYEE

This chapter deals with afterwards situation of 1996 general election. It was for the for the first time that BJP was in the ruling government and Atal Bihari Vajpayee became the prime minister of India but unfortunately only for 13 days. Within just 13 days of government Atal Bihari Vajpayee led government came to an end. The year was 1996 and it unfolded a new page in the Indian politics and the new page of Indian government was alliance government or coalition government. from that period the concept of alliance government is continue to be on force. Congress formed United Progressive Alliance(UPA) and BJP had to form National Democratic Alliance(NDA). In between 1996 to 1998 three government came into power and dissolved as well. all thing started with the result of 1996 general election. When BJP became the biggest party in terms of winning lok sabha seats and it was for the first time BJP formed it’s government in the centre with due coalition with some other party and Atal Bihari Vajpayee became the prime minister. In 1996 election BJP backed 161 seats, while congress managed to back 140 seats.  No party had the majority of 272 seats to form government in it’s own wish. So as BJP was the leading party by backing 161seat, It had the advantage of getting the proposal to form it’s government. everyone was waiting for the move of president of that time Shankar Dayal Sharma that to which party he will be giving the proposal to form the government. as because BJP had won the highest number of seats, so president approached Atal Bihari Vajpayee led BJP to form it’s government at the centre. Janata Dal leaders and left member were disappointed with the move of president, so they showed their unwillingness towards president’s decision. The opposition were complaining that how can BJP form the government while BJP didn’t have the majority in the Lok Sabha. It was quite impossible during that state of time to accumulate 272 MP’s for BJP to form it’s government, but Atal Bihari Vajpayee took it as challenge.  After trying at the best possible way BJP could able to bring 194 MP’s into their side but for majority the party was in need of 272 MP’s. president of India given two weeks to BJP to prove their majority in the parliament. It was a tough task for BJP to prove their majority in the parliament, so Atal Bihari Vajpayee was aware of the fact that his government will dissolve within a very short span of time period. It was for the first time that live proceedings of Lok Sabha were telecasted by television to the common masses of the country, so Atal Bihari Vajpayee was prepared to give that speech in such an igniting manner to get the public attention and support as if for the next election. The debate continue for three days in the house of parliament and before voting for no confidence motion Atal Bihari Vajpayee gave his resignation to the president of India. Then with the coalition of 13 different party United front leader HD Devegowda became the next prime minister of India. Even if HD Devegowda was not the first choice person to be the prime minister from united front but due to the disagree of VP Singh and Jyoti Basu there were no other suitable candidate to hold the post of prime minister of India. The way HD Devgowda became the prime minister, everyone have made up their mind that he might be holding the post of prime minister for a long period, but during that point of time an internal change occurred in the congress party and PV Narasimha Rao had to leave the party supremo post and it was Sitaram Keshari who became the new supremo of congress party and he was against PV Narasimha Rao. His ambition was to control the third front government. But due the personal discrimination between the two leaders finally a time came when Sitaram Keshari led congress party took away their support from HD Devgowda government and the government came to an end. Then it became a huge problem for the united front party to choose their next leader for that new sessions of meeting were held to finalise the next name to hold the post of prime minister. After various round of discussion, the name of IK Gujral came into public sphere and to became the next prime minister of India. Even if IK Gujral became the next prime minister but it was like double edged sword that he had to satisfy the needs and demands of congress party and HD Devgowda because it was the government of third front. Ata that time n interim report of the Jain committee came in the hand of the government which was about the assassination of ex-prime minister of India Rajiv Gandhi. after that report came into public sphere congress party leader Sitaram Keshari wrote a letter to IK Gujral and claimed before the united front government that to boycott all the DMK leaders from the government otherwise congress party will take away their support from the government. but all other party members of the united front government didn’t want to boycott the DMK members from the government. and finally on 28th November congress took away their support from the government. but question often comes into minds that during that process of time what BJP was doing? The way Atal Bihari Vajpayee resigned from the prime minister post he and his party BJP made up their mind next time they will try to come with majority, so that they can run the government for longer time period. BJP made few changes to their way of approach and identity to get the people’s support. BJP formed NDA and this strategy of BJP worked and again the 1998 election BJP stood as the biggest party in the country. BJP managed to won 182 seats and congress party backed 141 seats. BJP formed NDA and NDA accepted Atal Bihari Vajpayee as their leader. In 1996 there were only four party who had given their support to BJP but this time in 1998 BJP got 12 parties support and formed NDA. A new agenda was prepared by NDA, because it was not a single party’s manifesto. Before forming the government BJP had to prove it’s majority in the house of the parliament. Then after proving majority in the house of the parliament for the second time in the history of India that Atal Bihari Vajpayee took the oath as the prime minister of India on 19th March 1998. On the other side in congress party Sonia Gandhi became the party leader. She had challenge the government of Atal Bihari Vajpayee to be in the power. For this job AIDMK leader Smt. Jayalaitha and Janata Party leader Subramanium Swami helped congress party to accomplish their objectives. So AIDMK took away their support from Atal Bihari Vajpayee government and NDA government dissolved in the no confidence motion vote by one vote.  Then congress came forward to form it’s government in the centre. But unluckily congress couldn’t able form the government and again election was announced throughout the country.
