THE STORY OF MANDAL COMMISSION AND FALL OF VP SINGH
This chapter deals with the
happenings related to the Mandal Commission and the fall of one-time prime
minister of India VP Singh. During 1990 the government of VP Singh formed
Mandal commission, when it was decided that in the government jobs a special reservation
will be given to other backward classes. VP Singh was the leader of the
government during that time but in the eyes of the students he was like a
villain. He was the hero prior to the Mandal commission, because he took a
stand on corruption during that stage of Indian politics. Then he decided to
give special status to the backward classes by forming a commission known as
Mandal commission and for which the political stature and the thinking approach
of the common individual change for time to come. the whole story started from
one year ago, when VP Singh was supposed to be chosen as the next prime
minister of the country. there were another two name which were coming to be
named as the prime minister of the country and those names were Chandrasekhar
and Debilal. But it was the time which was in favour of VP Singh and on 2nd
December 1989 he became the 8th prime minister of India. The
opposition party member claimed that VP Singh cheated to became the prime
minister of the country. but the internal disputes of Janata party were anyway coming
into public sphere. It was Arun Nehru for whom the differences between VP Singh
and Debilal went on in a long way. Om Prakash Chautala was one of the most
prominent reason for whom VP Singh was quite upset with Debilal. After becoming
the deputy prime minister Debilal made his son Om Prakash at the chief minister
of Haryana. During that time Chautala was the member of legislative assembly,
for which he fights a by-election from Mehem. On 27th May 1990 due
to some issues, again on 28th May 1990 the election was done and
Chautala didn’t wanted to lose the election, so for which his supported
captured few election booths. After that the opposition party opposed this move
of Chautala and that resulted in firing and due to that fight few people lost
their lives as well. Chautala was alleged for capturing election booths and
using mischievous means to win the election. For which he had to resign from
the chief minister post due to the pressure of VP Singh. After the resignation
of Chautala from the post of chief minister of Haryana, Debilal was bit upset
with VP Singh. And after that Debilal took a quick action and Chautala won the
election from another seat and Debilal sworn his son within a small time frame.
Arun Nehru was quite against with this move od Debilal. Even few outside party
like BJP and Left which gave support to Janata party were quite against of
Debilal’s move over his son’s chief ministership. Till that moment prime
minister VP Singh was not taking any sort of move in regards to that
happenings. But after regular pressure on VP Singh, he opted for his
resignation in spite of accepting the resignation of other ministers. After
that move of VP Sing it was made clear that the government is going under
severe political threat. Nothing happened like that because it was plan of VP
Singh to expel Debilal. Party cancelled the resignation of VP Singh and huge
pressure amounted on Debilal and for which his son Chautala had to resign his
chief minister post of Haryana. Finally, Debilal was also expelled from the post
of deputy prime minister due to his intentional and mischievous way for putting
pressure on VP Singh to take action against Arun Nehru. It was threat for the
government itself because it may lead to the dissolution of the government.
then VP Singh played his master stroke and that was the Mandal commission
report. So for this purpose he called a cabinet meeting on 6th
August 1990. VP Singh was having a fear for the rally which was supposed to
addressed by Debilal on 9th August 1990. Mandal Commission was
formed under the leadership of Morarji Desai in the year 1979 to give special
status the backward classes. Ex chief minister of Bihar BP Mandal was the head
of the commission to submit the commission’s report. The commission was assign
to identify the socially and educationally backward classes to add them in the
main stern flow of society. Based on their report the new reservation system
was supposed to be imply by the government. in the year 1980 the Mandal commission
submitted its report but by that time there was no Morarji Desai government.
after ten years 1990 prime minister VP Singh announced in the parliament based
on Mandal commission report. Due to implication of Mandal commission report a
major chunk of the country’s population was supposed to be benefited. Almost
3700 castes which was capturing 52% of the total population of the country were
got benefitted from the Mandal commission report. Which is a big vote bank for
the political parties. Finally, the government implicated Mandal commission
report in the government job by giving 27% reservation to the backward classes.
Earlier it was 22% and after Mandal commission it went up to 49% that almost
50% of government will be reserved for the backward classes. No political party
was not able to stand against of this move of VP Singh but it was the student
masses who were leading their academic life with an aim to get employed in a
government job, so the student masses came in agitation against the implication
of Mandal Commission report. The agitation was getting the momentum and bandh
were called in few places and violence took place in few places as well. then
the opposition party alleged the VP Singh government that it is promoting the
caste war in the country and during that time police lathi charged against
student of Delhi Varsity in the north campus, where a student named by Rajiv
Goswami declared that he will burn himself alive and he did that as well. after
that incident similar incident took place I many places in the country. But VP
Singh was not ready to rethink over the implication decision of Mandal
Commission report. He was aware of the fact that his government will dissolve
soon but he was sticking to his decision over Mandal commission report. Then
BJP worked out its plan and senior BJP leader LK Adwani decided to go for a car
festival from 25th December 1990. It was one of the major reason for
which the government of VP Singh dissolved. By that time supreme court stayed
on the implication of Mandal commission report. It was a win for the huge
number student mass who were opposing the Mandal report. The agitation was
slowdown and VP Singh thought that the thereat has passed away. But by that
time the car festival of LK Adwani became new threat for VP Singh. Many talks
were held between the Babri Masjhid Action Committee and Biswa Hindu Parishad
but no result came out of those discussion. So finally S Gurumurthy was chosen
to recommend the government about the Ajodhya issue. He suggested the government
to take the land and refer it to supreme court. For that an ordinance was also
prepared to solve the Ajodhya issue but all went in vain without any result.
Because both the party were not accepting the norms and conditions of the
ordinance. By that time LK Adwani’s car festival reached Bihar and on 22nd
October a meeting of all the state chief minister was organised whre the
Ajodhya issue and the car festival of LK Adwani was supposed to be addressed.
Where chief minister of Uttar Pradesh Mulayalam Singh Yadav announced that he
will not allow LK Adwani to enter into his state. At the same time all other
minister also was putting pressure on VP Singh to take action over Car festival
of LK Adwani. VP Singh had an opportunity that to showcase his secular image by
stopping the car festival of LK Adwani and he did that accordingly. On 23rd
October 1990 Adwani was arrested by the police and it was the supervision of VP
Singh. But LP Yadav claims that it was his own move to stop Adwani’s car
festival but anyway the car festival came to an end. Then BJP took away it’s
support from the government and then VP Singh government came to an end and
finally dissolved. After that Chandrasekhar became the next prime minister of
India, due to the support of congress party. Finally, on 16th
November 1992 the supreme court gave the verdict in favour of implication of
Mandal commission report in government jobs, but the court kept the creamy
layer out of that reservation. After sixteen years’ in the year 2008 the higher
educational institution was also coming into imply the Mandal commission
report. Due to the Mandal Commission report it changed the political ideology
and the wave of politics in India. It also brought changes in the social strata
as well.
